Determination of Work Motivation, Organizational Culture and Transformational
Leadership in Improving Innovativeness
of a Regional Government Employees

Abstract: This research is motivated by the idea that the
government as a public institution is necessary to improve governance and
services to the community. Efforts that have been and are currently being made
are the Bureaucratic Reform policy. As
part of this policy, increasing the innovativeness of local government
employees is needed to be able to produce innovation in services, so that the
hope is that in addition to improving performance and this innovations can also
improve a government image to the
better. There are many factors
that influence the improvement of innovativeness, including organizational
culture, transformational leadership and work motivation. So that the
purpose of this study is to determine the effect of organizational culture,
transformational leadership on increasing employee innovativeness with work
motivation as an intervening variable. The
research location was carried out in the Bogor Regency Regional Government,
with the unit of analysis being echelon IV(supervisory officials) at the Agencies
in Bogor Regency with a sample of 153 employees. This
study uses the path analysis method with structural equation modeling (SEM)
techniques. The results of the
study found empirical facts that organizational culture have not direct effect
to employee innovativeness, and
transformational leadership have not direct effect tto employee innovativeness. Orgational culture
have a direct effect on employee innovativeness through work motivation, and transformational leadership have a direct
effect on employee innovativeness through work motivation. With the result that
to increase employee innovativeness at Bogor Regency is the application of
organizational culture and transformational leadership through strengthening
work motivation.
